Propositions LL and MM will be on the ballot this November, to continue the Healthy School Meals for All program, within participating CO schools. State Representative Rick Taggart, Community Food Bank, parents and farmers came together at Rocky Mountain Elementary School Park on September 10, 2025 in support of the program.
In 2022, Colorado voters approved Proposition FF to create Colorado’s Healthy School Meals for All (HSMA) program. The program reimburses participating school meal providers for offering free breakfast and lunch to all K-12 public school students, regardless of their families’ income or the schools’ status.
The program is funded through state income taxes paid by households with adjusted gross incomes of $300,000 or more by limiting the amount of money these households can deduct from their taxable income. The program also receives federal funds.
The program has been so popular that tax revenue generated has not sufficiently covered the program’s costs, as more students have participated in the program than the state expected. Propositions LL and MM aim to make up for this issue.
